Mayor Pro Tem

The Mayor Pro Tem performs the Mayor's duties during the Mayor's incapacity or absence. The Mayor Pro Tem retains the right to vote on all matters before Council while performing the duties of the Mayor.

Cecil Willis
Mayor Pro Tem Cecil Willis

Cecil Willis, Jr. served on City Council from 1979 to May 1995, was elected again in May of 2000 and continues to serve as a Council member. He served as Mayor Pro Tem from May 2000 to May 2001. Council member Willis serves as the Council's representative to the Houston Galveston Area Council and is Vice Chairman of the Fort Bend County Mayor-Council Association. He also served on the City's Home Rule Charter Commission. He has been a resident of Stafford since 1975 and is the Executive Director of the Quail Valley Fund. Email Cecil Willis

 
Council Members

The Council members adopt the laws and policies of the City. They review and act on the annual budget presented by the Mayor. They have authority to approve or deny the Mayor's appointments to boards, commissions and staff.


Council member Wen Guerra  

Wen Guerra has served on the City Council since he was elected to fill the unexpired term of the late Joe Scarpinato through a special election in May of 2002. Council member Guerra served on the City's Planning Commission prior to his election to City Council. He also served on the City's Home Rule Charter Commission. He was elected Mayor Pro Tem in 2005. He is a building contractor.

Council member Ken Mathew

Ken Mathew is serving his first term on City Council, having been elected in May 2006. Prior to that, he was on the Board of Directors of the Stafford Economic Development Corporation and was a member of the Stafford Planning and Zoning Commission. He is committed to helping the community and works closely with Houston Community College, Fort Bend, as an Advisory Board member. He is a member and a Sunday school teacher of the St. Thomas Orthodox Church. He is the past Chief Editor of the news magazine of MAGH. Council member Mathew adds to his credentials an MBA degree from the University of Detroit. He is the Accounting Manager with Flextronics Systems Texas Ltd. in Stafford. Council member John Rose

John Rose was elected to City Council in May of 1997. He was elected Mayor Pro Tem in May of 2002, May of 1999 and previously served as Mayor Pro Tem for a special term due to the death of a councilman. He chairs the City's Parks Committee which oversees the maintenance and current upgrading of the City's five municipal parks. Council member Rose also serves on the City's Computer/Technology Committee, Audit Committee, Salary & Payroll Committee, Firefighters Committee and he served on the City's Home Rule Charter Commission. One of his projects has been to work with the Stafford Historical Society to explore purchasing an antique steam locomotive to commemorate Stafford's distinction as having the first railroad in the State of Texas. Council member Michael Sachs

Michael Sachs is serving his third term on City Council and was first elected in May of 2000. He was elected Mayor Pro Tem in 2003. He chairs the City's Computer/Technology Committee and is Stafford's delegate to the Greater Fort Bend Economic Development Council. Council member Sachs serves on the City Council's committee to plan and host a multicultural festival to showcase Stafford's diverse heritages and cultures. He also served on the City's Home Rule Charter Commission. In addition, he serves on the Board of Directors of the Stafford Economic Development Corporation as its Vice President and is a member of the Corporation's Investment Committee. Jeff Smith
Council member Jeff Smith

Jeff Smith is serving his third term on City Council and was first elected to serve in May 2004. He was elected Mayor Pro Tem in 2006. He is Chairman of the Audit and Communications committee’s and serves on the Ambulance, Insurance, Salary and Waste Disposal committee’s as well. He was a founding Director of the Stafford Economic Development Corporation and served as Board member for five years. In addition, he held the positions of Treasurer and Vice President. Council member Smith has lived in Stafford since 1990 and has been very involved in community and civic activities for many years.
