Council Members

Mayor Pro Tem

The Mayor Pro Tem performs the Mayor's duties during the Mayor's incapacity or absence. The Mayor Pro Tem retains the right to vote on all matters before Council while performing the duties of the Mayor.

Ken Mathew
Mayor Pro Tem Ken Mathew

Ken Mathew is serving his first term on City Council, having been elected in May 2006. Prior to that, he was on the Board of Directors of the Stafford Economic Development Corporation and was a member of the Stafford Planning and Zoning Commission. He is committed to helping the community and works closely with Houston Community College, Fort Bend, as an Advisory Board member. He is a member and a Sunday school teacher of the St. Thomas Orthodox Church. He is the past Chief Editor of the news magazine of MAGH. Council member Mathew adds to his credentials an MBA degree from the University of Detroit. He is the Accounting Manager with Flextronics Systems Texas Ltd. in Stafford. Council Members

The Council members adopt the laws and policies of the City. They review and act on the annual budget presented by the Mayor. They have authority to approve or deny the Mayor's appointments to boards, commissions and staff.


Felicia Evnas-Smith
Council member Felecia Evans-Smith

Felecia Evans-Smith is serving her first term on City Council, having been sworn in in May 2009, and serves on the Computer and Audit Committees.  She and her son Dylan Smith have been residents of Stafford since 2001.  In addition to her position as Council member, she serves as Board Member of the Stafford Youth Basketball Association, member of the Arcott Homeowners Association and former member of Stafford Municipal School District Facility Advisory Committee. She is a member of Brentwood Baptist Church where she serves as Secretary of the Children’s Work Ministry and member of the Usher Board. She also is an active member of Alpha Kappa Alpha Sorority, Incorporated. Council member Evans-Smith adds to her credentials a Bachelor of Arts degree in Political Science and a Masters degree in Urban Planning from Alabama A&M University. She is Public Relations and Communications Manager for Fort Bend County, Commissioner Precinct 2, and CEO of a local consulting business.

Wen Guerra

Council member Wen Guerra  

Wen Guerra has served on the City Council since he was elected to fill the unexpired term of the late Joe Scarpinato through a special election in May of 2002. Council member Guerra served on the City's Planning Commission prior to his election to City Council. He also served on the City's Home Rule Charter Commission. He was elected Mayor Pro Tem in 2005. He is a building contractor.

Jeff Smith

Council member Jeff Smith

Jeff Smith is serving his fourth term on City Council and was first elected to serve in May 2004. He was elected Mayor Pro Tem in 2006. He is Chairman of the Computer, Audit and Communications Committees and serves on the Ambulance, STA-MO Park, W.C.&I.D. No. 2, Stafford Centre, Insurance, Salary and Waste Disposal Committees as well. He was a founding Director of the Stafford Economic Development Corporation and served as Board member for five years. In addition, he held the positions of Treasurer and Vice President. Council member Smith has lived in Stafford since 1990 and has been very involved in community and civic activities for many years. He is the President of the Houston Community Bank and offices at the Stafford Branch. Email Jeff Smith


Jeff Smith

Council member Robert Sorbet

Robert Sorbet is serving his first term on City Council, having been elected in May 2008. He and his family have been residents of Stafford since 1996. In addition to his position as Councilman, he serves as a director of the homeowners' association in his subdivision. He is in Electrical Sales serving the SE Texas area. Email Robert Sorbet


Cecil Willis
Council member Cecil Willis

Cecil Willis, Jr. served on City Council from 1979 to May 1995, was elected again in May of 2000 and continues to serve as a Council member. He served as Mayor Pro Tem from May 2000 to May 2001. Council member Willis serves as the Council's representative to the Houston Galveston Area Council and is Vice Chairman of the Fort Bend County Mayor-Council Association. He also served on the City's Home Rule Charter Commission. He has been a resident of Stafford since 1975 and is the Executive Director of the Quail Valley Fund. Email Cecil Willis
