1. Call to order and Pledge of Allegiance.
2. Recognition of outstanding service by Officer Leslie Claunch encountered in dangerous confrontation in the line of duty.
3. Ms. Melissa Maignaud to address City Council regarding fire at her home in Sugar Creek Subdivision including recognition of Fire Department personnel who saved her life and the lives of her pets.
4. Announcement by Fire Chief and presentation of new fire truck.
5. Discussion of matters pertaining to the May 10, 2008, City Officers Election including:
(a) An ordinance of the City of Stafford, Texas, canvassing the returns and declaring the results of the general election held on May 10, 2008, for the purpose of electing three (3) Councilmembers for the City of Stafford.
(b) Approval of payment of early voting clerks and Election Day judge, alternate judge and clerks.
(c) Administering of oath of office to newly elected Councilmembers.
(d) Comments from newly elected Councilmembers and comments from other Councilmen and from Mayor.
(e) Election of Mayor Pro Tem.
(f) Designation of the order of succession in which other Councilmembers shall have the power to perform the duties of the Mayor and the Mayor Pro Tem in the event the Mayor and the Mayor Pro Tem are unable to act.
(g) Consideration of appropriate action on Items 5(a) - 5(f).
6.(a) Discussion of progress by staff and consultants in drafting proposed ordinance for revised design standards and zoning regulations for US 90-A and FM 1092 corridors including new Primary Corridor (PC) District and U.S. 90-A Island (IS) District.
6.(b) Consideration of appropriate action on Item 6(a).
7.(a) Discussion of the final plat of The Fountains, Section 1, Replat of Unrestricted Reserve "J".
7.(b) Consideration of appropriate action on Item 7(a).
8.(a) Discussion of the final plat of General Technologies Business Park.
8.(b) Consideration of appropriate action on Item 8(a).
9. City Engineer's report and discussion of engineering matters including:
(a) Progress of developments on the US 90A Improvement Project including construction activities, current mobility situations, update on proposed landscape enhancements and approach to landscaping "gap" north of Present Street;
(b) Stafford/Staffordshire Road project including progress of right-of-way acquisition and appraisals, and funding arrangements with Fort Bend County, Harris County and TxDOT;
(c) Progress of development of US 59 Enhancement Project including proposed landscape plantings, monument design, locations and installation and progress with TxDOT;
(d) Fifth Street Improvement Project including request for additional funding for driveway construction to achieve maximum 7% slope;
(e) Status of Fort Bend County Mobility Projects including Brand Lane, Dulles Avenue, Kirkwood Boulevard and Cash Road improvement projects and other mobility projects impacting City;
(f) Recommendation for City to enter into negotiations with design firm for traffic signal at Fifth Street and Present Street;
(g) Acceptance of SPED outfall ditch into City's maintained drainage facilities;
(h) Acceptance of Colony Lakes Estates, Section 4 into City's maintained paving and drainage facilities;
(i) Local street and drainage improvements; and
(j) Consideration of appropriate action on Items 9(a) - 9(i).
10.(a) Discussion of matters pertaining to 4th of July Celebration including naming of parade marshal.
10.(b) Consideration of appropriate action on Item 10(a).
11.(a) Discussion of promotion of City through use of the Fortune Small Business Magazine award designating Stafford one of the top 100 cities in the nation to live and to launch a small business including lapel pins, t-shirts, banners, flags, signs, stationery and other suggested artifacts.
11.(b) Discussion of recommendation by Joe Rome and Councilman Guerra to give free t-shirts to SMSD students.
11.(c) Consideration of appropriate action on Items 11(a) and 11(b).
12.(a) Discussion of bid received for granite for the construction of the Memorial Garden including recommendation from Public Works Director.
12.(b) Consideration of appropriate action on Item 12(a).
13. Discussion of matters pertaining to the Police Department including:
(a) Purchase of replacement of radio identification and alert system.
(b) Purchase of computer aided Dispatch/Records Management System server.
(c) Consideration of appropriate action on Items 13(a) and 13(b).
14. Consent Agenda (any item tagged will be considered at the next Regular City Council Meeting; any item approved will include payment of expenses).
(a) Request by Building Director for Irby Rico to attend a seminar on Residential Design and Construction Strategies on May 20, 2008, in Houston, Texas.
(b) Request by Director of Emergency Services and Chief of Police for certain Police Department personnel to attend training as specified in memo dated May 7, 2008.
15. Consideration of minutes.

To hold an executive session as authorized by Chapter 551, Texas Government Code, Section 551.071, consultation with attorney on appropriate matters on items on agenda; Sec. 551.071 (1) (A) pending or contemplated litigation including challenge to State Comptroller's refund determination; Sec. 551.071 (2) an attorney-client privilege/relationship; Sec. 551; 551.074, appointment, employment, evaluation and reassignment, duties, discipline, or dismissal of an officer or employee including employment of Emergency Management Coordinator and employment of Crew Leader in the Street Department; Sec. 551.072, the purchase, exchange, lease, or value of real property deliberation regarding real estate matters; Sec. 551.076, deliberation regarding security personnel and devices; and Sec. 551.078 (2) to discuss the offer of a financial or other incentive to a business prospect that the City seeks to have locate, stay, or expand in or near the City of Stafford.
17. Consideration of appropriate action on matters discussed in executive session including appointment of Emergency Management Coordinator and employment of Crew Leader in the Street Department.
